Delhi to Ban New Petrol Bikes and Scooters From April 2028

The draft of the Delhi EV policy 2026-2030 puts two-wheelers at the centre of the clean mobility push. With clear deadlines, financial incentives, and cost benefits, the policy is designed to shift most buyers from petrol to electric scooters and bikes within the next few years.

The biggest change is the proposed deadline of April 1, 2028, after which the new petrol-powered two-wheelers may no longer be registered in Delhi. All this means that all new scooter and bike buyers will have to choose the electric bikes and scooters after this date.

Fleet operators will have the earlier deadlines. There are no new petrol two-wheelers that can get added, and BS6 models are allowed only until December 31, 2026. To ease the transition and to ease adoption of electric two-wheelers, new incentives are proposed.

The electric bikes and scooters will receive the incentives based on the battery capacity, although the benefits will reduce each year. These slabs will be calculated from the official notification date, not the calendar years.

The buyers of electric two-wheelers are expected to benefit from the full waiver on road tax and registration charges. This reduces the upfront cost significantly compared to petrol vehicles. The policy also proposes a scrappage incentive of around Rs. 10,000 for those replaces an old petrol two-wheeler with an electric one.
